Start with the decision
Training can be the right intervention when people need structured instruction, demonstration or practice. It is not, by itself, proof that a new practice is being used reliably at work. Capability building asks a wider question: can the required people perform the work in context, with the tools, roles, feedback and governance needed to continue?
This series separates those questions so sponsors can choose a proportionate response. Each guide names the decision it supports, distinguishes evidence from assumption and links measurement to intended use. The aim is not to make every initiative larger. It is to avoid asking a course to solve a workflow, management or system problem it was never designed to solve.
